1974
to 1976:
Worked as industrial engineer in private sector for two years after
graduating in engineering in the year 1974. The assignments
included, productivity measurement, industrial engineering
planning and manufacturing engineering related to tool room
and machine building in addition to cutting tools
manufacturing.
1976
to 1993:
Joined the state department of industries, Government of Himachal
Pradesh in 1976 as a Senior Technical Officer in charge of
investment promotion in the medium and large industries
sector. Assignments included project counseling and
evaluation, industrial policy formulation and review,
administration of incentives for investment promotion,
development planning for new industrial infrastructure,
entrepreneur ship training, technology up-gradation and other
promotional activities.
1993
to 1999:
Served the State Pollution Control Board as its Member Secretary for a
term of five years. The assignment included discharge of
regulatory functions like enforcement of environmental
protection laws, laying down air and water quality standards
and seeking compliance of emission standards, assessing
environmental impact of projects and statutory clearance,
spreading environmental awareness and mass education,
counseling on emerging environmental technologies etc. During
this term brought about revolutionary changes in the
environ-management approach of the PCB from regulatory to
promotional one. Introduced the concept of industrial
consultancy in a regulatory set up to work hand in hand with
industry to launch a pioneering concept of 'CLEANTECH' which
was a unique initiative to bring about changes in
manufacturing processes so as to reduce pollution at source
through low cost innovation and in-process recycling aimed at
ZERO DISCHARGE.
The concept found worldwide acknowledgement resulting into a large
number of success stories of industries achieving zero
discharge thus progressing beyond compliance in environ
management effecting pollution control at profit. CLEANTECH
has, over the years, evolved into a strategic
environ-management tool to enhance eco-efficiency & bring
about magical turnaround in the financial performance of
implementing companies.
Current
Involvement since 1999:
Received JSPS Rompaku
fellowship for doctoral research in cleaner production
technologies based at the Kyoto University. Recently
accomplished advance research on pollution prevention
potential of Indian industries incorporating opportunity
assessment for transfer of environmental technologies and was
awarded ‘Doctor of Engineering’ in environmental
technology. Undertook extensive shop floor industrial
consultancy for implementation of zero emission technologies
and development of Cleantech
modules for a large number of highly polluting process
industries. Was fielded as an APO
expert on Asian green productivity movement to present
case studies at the 2002 Stockholm Water Symposium. Invited by
SIWI, made a plenary address to the symposium on his original
concept of virtual
waterless manufacturing as a strategic response to global
water crisis.
During this period,
Cleantech as a concept found worldwide acknowledgement
resulting into a large number of success stories of industries

CLEANTECH over the years, evolved into a strategic
environ-management tool to enhance eco-efficiency & bring
about magical turnaround in the financial performance of
implementing companies. This led to the promotion of Cleantech
International Foundation as a collective non-profit
initiative of stakeholders like technology users, developers,
experts, academicians and my own client industries involving
me as the Chief Executive. In addition to such whole time
involvement with Cleantech International Foundation, I am also
functioning as secretary of the Himachal
Productivity Council, a non-profit voluntary organization
affiliated to the Asian Productivity network.
Currently involved in
non profit training, consultancy and research activity
worldwide to spread the message of Cleantech
for global environmental management, I have personally
organized over 100 training events on issues related to
productivity, technology, environment, industry,
entrepreneurship and innovation management.
